Morena Senator Mariela Gutiérrez Escalante acknowledged that during her tenure as municipal president of Tecámac (2019–2024) in the State of Mexico, 10,000 dogs were culled. This figure amounts to an average of between five and six animals killed per day over a period of five years.
In light of these events, the Attorney General’s Office of the State of Mexico (FGJEM) launched an *ex officio* investigation following the circulation of a video in which the legislator admits that the deaths occurred under her administration, while asserting that the actions were carried out in accordance with the law.
Gutiérrez Escalante maintained that the culls were justified by incurable diseases and attacks on people: “There was no indifference here; there was no cruelty. I faced a difficult reality and made decisions within the bounds of the law, seeking to minimize harm as much as possible.”
She affirmed that case files and documentary evidence regarding these instances—which were handled by the local Animal Welfare Center—do exist. During a press conference, the senator explained that her administration provided care to over 60,000 stray animals, performed 50,000 sterilization procedures, facilitated 3,000 adoptions, and provided 4,000 veterinary consultations.
