Arturo Enrique Guillén García, alias “El Nenuco”—identified by the Mexican government’s security cabinet as a key instigator of violence and an operative for the Sinaloa Cartel—was arrested on the afternoon of Monday, October 19, 2026, in Zapopan, Jalisco, following intelligence and investigative efforts.

The arrest took place at 5:00 p.m. at a private hospital in the Jardines de Guadalupe neighborhood—where he had allegedly gone to visit an injured person—pursuant to an arrest warrant executed by the Attorney General’s Office (FGR) through its Criminal Investigation Agency. The operation was supported by personnel from the Secretariat of the Navy, the Mexican Army, the Secretariat of Security and Citizen Protection, and the National Guard.

Following the arrest, authorities disclosed that the operation was made possible by information provided by the National Intelligence Center.

According to official information, “El Nenuco” is wanted for aggravated homicide (committed with premeditation and unfair advantage), criminal conspiracy, and offenses against members of state law enforcement agencies; he is also under investigation for human trafficking.

Furthermore, he has been subject to an arrest warrant for aggravated homicide in Baja California since October 2023, linked to an armed attack on a security detail member for former Tijuana mayor Montserrat Caballero. Additionally, authorities indicated that he is allegedly involved in the May 2023 murder of a former mayor—a case consistent with the killing of Librado Álvarez Vizcaíno, the former mayor of the municipality of Tonaya, Jalisco, which took place in Tijuana.

“El Nenuco” was tracked from Tijuana to Zapopan.

Through intelligence and investigative work, as well as surveillance and monitoring operations, agents discovered that Guillén García was present in the municipality of Zapopan. Surveillance efforts made it possible to locate him, even though his original base of operations was identified as being in Tijuana, Baja California—a place where he was known as a source of violence and an operative for a criminal group.
