Alberto Jorge Contreras Núñez—alias ‘El Cholo’—the former Director of the Sinaloa Investigative Police, who is accused by the United States of accepting bribes from ‘Los Chapitos,’ has filed a petition for *amparo* (constitutional protection) with a District Court in Sinaloa following the freezing of his bank accounts, an action ordered by the Financial Intelligence Unit (UIF).
The freeze that prompted the *amparo* petition was formally enacted through UIF Agreement 156/2026, issued on May 6. The agency added Contreras Núñez to its List of Blocked Persons, alongside Governor Rubén Rocha Moya (currently on leave), the Governor’s children—Rubén, Ricardo, and José de Jesús Rocha Ruiz—Senator Enrique Inzunza Cázares, and other individuals designated by the U.S. government.
The agency, headed by Omar Reyes Colmenares, clarified that the freeze did not imply guilt nor did it constitute a final ruling, emphasizing that those affected could challenge the action through the Right to a Hearing (*Garantía de Audiencia*) and other legal remedies. The UIF further specified that it would review the documentation submitted by the blocked individuals using the same criteria it applies to any standard banking report.
In his petition, Contreras Núñez requested the annulment of any order regarding the freezing, cancellation, or suspension of his accounts, as reported by *Zeta Tijuana*. Among other authorities, he identifies the head of the Secretariat of Finance and Public Credit (SHCP) as a responsible party.
