Three banners with drug-related messages hung in Ensenada; they target Cisneros and a former FESC agent

Several groups of armed men dressed in black hung at least three banners with drug-related messages in different parts of the city of Ensenada, prompting a mobilization of municipal and state police forces.

According to initial reports, the first banner was found in Revolución Park, at the intersection of Sixth Street and Obregón Avenue, in downtown Ensenada, where four men dressed in black approached the kiosk and hung the threat. A second banner appeared near the Government Center, and the third was hung shortly after 8:00 p.m. at the Maneadero CBTA (Agricultural and Technological High School).

Witnesses reported that four armed men, traveling in two vehicles, got out and hung one of the banners, which contained a message directed at an agent of the State Citizen Security Force (FESC).

Municipal police officers responded to the locations to verify the incidents, secured the areas, and removed the banners. Another banner found on the Maneadero pedestrian bridge contained the following message:

“Gerardo Monrreal Curiel of the FESC Ensenada, we know you support and provide security and information to your friends at Birrieria Guadalajara, Manuel Cisneros, and your partner Guzman, who operate for the CJNG. We have them located, as well as your associates.”

Following the incidents, state and municipal authorities launched a search operation to locate those responsible. The State Attorney General’s Office (FGE) opened an investigation and collected evidence at the three locations where the banners were displayed.
