A year after the exposure of the tax evasion and drug trafficking network operating in maritime customs, Miguel Ángel Solano Ruiz, known as “Captain Ghost,” “Sol,” or “NK,” and identified as one of the network’s key operators, remains a fugitive despite an outstanding arrest warrant.
According to criminal case 325/2025, the former lieutenant commander, who retired in 2018, is identified by the Attorney General’s Office as one of the central operators of the criminal organization, with responsibilities for directing, coordinating, and liaising with customs authorities.
The arrest warrant was issued on August 19, 2025, for the crime of organized crime for the purpose of committing illegal acts related to hydrocarbons, with an estimated sentence of 20 to 40 years in prison. However, he has not yet been arrested.
