President Claudia Sheinbaum Pardo stated on July 14, 2025, that there would be no presence of US military troops, nor any adjustments to the security plan, despite the threat, made by her counterpart Donald Trump on the 12th of the same month and year, of imposing 30 percent tariffs on Mexican imports, since, he argued, Mexico had not done enough to stop the drug cartels.
During her morning press conference—held in the Treasury Room of the National Palace—the head of the Federal Executive Branch defended the security strategy as having worked in Mexico, with the seizure of fentanyl and a decrease in the percentage of daily intentional homicides. She also noted that the Mexican delegation was close to reaching an agreement with their U.S. counterparts.
“There is a practically finalized agreement with the United States Government, coordinated by the Department of State [DOS], on security issues. The sovereignty and territoriality of each of us are clear, and coordination and collaboration schemes are established,” the president emphasized.
“It is an agreement that is practically finalized. There are still some issues where there is no agreement, and the ministries are directly reviewing them, and I will provide the final review at the end. However, there has been very important progress on the security issue,” the president commented.
“This is very important to be known because, not only have we continued working in coordination since that meeting in February, which was held with the Security Cabinet in Washington, but we hope that this agreement, which we have been working on constantly, will be the framework for collaboration and coordination with the United States government and that it will be recognized as such,” Sheinbaum Pardo explained.
“Would that agreement include the possibility of US troops entering Mexican territory?” a reporter asked. “No, never,” the president replied. “And anything else that has to do with US territorial actions in Mexico?” the journalist insisted.
