The municipality of Tijuana, Baja California, ended Sunday, December 14, with the murder of two women, dismembered bodies, and a narco-message addressed to the highest state security authority.

Around 3:30 a.m. on Sunday, a human head was found inside a cooler under a bridge in the Francisco Villa neighborhood.
Next to the remains was a narco-message on a green piece of cardboard, addressed to General Laureano Carrillo Rodríguez, head of the Baja California Secretariat of Citizen Security.

The message accuses the official of alleged complicity with or support for a criminal faction to attack rival groups, using the state intelligence apparatus. “General Laureano Carrillo FESC, is he supporting or complicit with Cristian Lugo? It’s well known that he’s under the orders of the big boss (Aquiles and Rana), and yet you allow them to use your intelligence group to attack rival cartels. Could it be that you also receive money from whoever catches him?”
During the night in the Obrera neighborhood, the bodies of two women were found on the dirt road Esteban Vaca Calderón.
