Three men were arrested in the city of Tijuana, Baja California, after placing several narco-banners signed by “El Ingeniero,” son of the current leader of the Arellano Félix Cartel (CAF), founded by his brothers Benjamín and Ramón in the 1980s.
The message, disseminated in three locations in the city—the criminal organization’s main stronghold—claims that Tijuana will always be CAF territory. However, it refers to Ramón Arellano Félix, who was also known as “Colores.”
One of the locations where the banner was placed was the pedestrian bridge located near the Libramiento Sur and Valle del Sur Street in the Cañón de San Antonio neighborhood. Members of the Municipal Secretariat of Security and Citizen Protection (SSPCM) observed Rigoberto “N,” 26, holding the message in both hands.
The second location was reported at a pedestrian bridge over the Tijuana-Rosarito Freeway, where two men were located who had apparently just placed the narco-banner. Both were detained and identified as Natanael “N,” 16, and Óscar “N,” 52.
