Los Rusos, the armed wing of the Los Mayos faction of the Sinaloa Cartel, was identified by US authorities as having run a migrant smuggling network known as “La Mesa” in the state of Arizona.

This cell was dismantled after the arrest and conviction of 18 of its members, who operated under the direction of Los Rusos.

According to the US Attorney’s Office for the District of Arizona, “La Mesa” maintained operations in Yuma and Somerton and smuggled hundreds of undocumented migrants across the border.

“La Mesa” functioned as a migrant trafficking cell headed by Carlos Moreno Serrano, who coordinated a team of managers responsible for planning smuggling events, securing hiding places, distributing money, and enforcing internal rules.
