A man identified as Omar Cisneros Salcedo, son of businessman Manuel Cisneros, was executed on the afternoon of Saturday, October 25, inside the Birriería Guadalajara, located in the downtown area of the municipality of Ensenada, which his father owns.

The attack was reported around 6:52 p.m. to the 911 emergency number, where it was reported that it had occurred inside the Hacienda Guadalajara, located on Segunda and Ruiz streets in the downtown area, after neighbors heard three gunshots.
The person who filed the report stated that the alleged perpetrators were wearing black clothing and fled in an Xterra SUV, heading toward Ryerson Street.

Municipal Police officers arrived at the scene and located an injured man. They requested the presence of Red Cross paramedics, who declared the victim, identified as 33-year-old Omar Cisneros Salcedo, dead. A source close to the case stated that the victim was executed at point-blank range; one of the investigators’ theories about the crime is that he had “ties to members of the Jalisco Nueva Generación Cartel.”

The police report described the crime as follows:

“Reported through the 911 emergency line, a citizen indicated that 3 gunshots were heard inside Hacienda Guadalajara, indicating that it appeared to be a robbery. Two men dressed in black ran away toward Ryerson Street. Upon arrival, the Municipal Police indicated that one person was injured at the scene. The Red Cross was requested. A blue Xterra van fled the scene. A Red Cross and AEI unit were on the way, pending further information.

“The Red Cross informed the patient with no vital signs. A tinted Xterra van with California license plates was reported through CM5. The area was cordoned off and the incident was reclassified.”

Omar Cisneros is the son of businessman Manuel Cisneros, who, according to the Baja California Public Registry of Property and Commerce, is a partner in three companies owned by Mr. Jesús González Lomelí, and also in one of them. Fernando Salgado Chávez appears as a partner.

Last Thursday, September 18, the United States Department of the Treasury, through its Office of Foreign Assets Control (OFAC), published a list of sanctions against 15 companies and 9 individuals, including two businessmen: Candelario Arcega Aguirre and Jesús González Lomelí, who were linked to the former mayor of Rosarito, Araceli Brown Figueredo.

One of the companies sanctioned by the United States Government is registered as Operadora de Alimentos con Orígenes de México S. de R.L. de C.V., in which, in addition to Manuel Cisneros, three other individuals appear as partners, with Jesús González Lomelí being the main one.

A major operation is currently underway in Ensenada to find the alleged perpetrators of the murder of Omar Cisneros. Authorities confirmed that a vehicle with the characteristics in which the two fled was found. The alleged perpetrators, an Xterra truck with license plate 7TNK079, was abandoned on Miguel Alemán Street, in the Ampliación Moderna neighborhood, with the lights on.
