Captain Jorge Eduardo Montero—speaking from personal opinion and professional experience—characterized the hostile, violent altercation involving “Patrulla Espiritual” sympathizers as a threat to the authority of the Playas de Rosarito police. The incident took place on the night of Sunday, August 30, 2026, outside the municipal police station in the Ampliación Benito Juárez neighborhood; journalist Alberto Madero was injured during the event.
Captain Jorge Eduardo Montero is well-positioned to speak on the altercation—incited by Jesús Ignacio Osuna, known by the nickname “Chikilín”—as he himself was the target of an attack on December 17, 2007, at that same station (located on Luis de la Rosa Street), an incident that claimed the life of officer Guillermo Castro Corona.
Although the “Patrulla Espiritual” sympathizers were unarmed in 2026, they instigated a brawl in which they intimidated police officers by gathering a hostile crowd of over 50 people—much like what occurred in 2007.
“These are regrettable events; ultimately, one simply must act in accordance with the law, respecting every individual’s rights—basically, things must be done according to the law,” Montero replied, speaking in a personal rather than institutional capacity.
Montero Álvarez, currently the director of the Institute for Prevention Studies and Interdisciplinary Training, withheld an official institutional statement but noted personally that the incident did indeed constitute a threat to authority.
“Well, yes, it is a way of pressuring the authorities. I believe that is the perspective I can offer,” he said. “I don’t think so. I don’t think so, because people’s safety must be prioritized first,” he explained, noting that withdrawing police officers and avoiding confrontation was a good strategy to prevent putting pressure on the municipal police.
