The release of a CJNG leader triggered a spiral of violence in Tecate that, in less than 72 hours, resulted in six men being executed, 11 people abducted, the appearance of narco-banners containing direct threats against municipal police officers, and a shooting attack on the home of one of the targeted officers.
The Jalisco New Generation Cartel (CJNG) and the Sinaloa Cartel are vying for territorial control of the municipality; the confrontation intensified between August 31 and September 2, 2026, reaching a level the mayor himself described as unprecedented.
The catalyst was the provisional release of Sergio Serrano—known as “El Checo”—on August 23, 2026. René Octavio Cardona González, a District Judge specializing in the Adversarial Criminal Justice System and assigned to the Federal Criminal Justice Center in Baja California, signed the order three months after Serrano’s capture, which had taken place on May 13 on the Tecate–Ensenada highway.
