The incident occurred on Wednesday morning, but authorities were notified around 12:30 p.m. via a call to the 911 emergency number. Municipal police officers arrived at the scene as first responders, finding personnel from the State Attorney General’s Office (PGJE) assigned to the Specialized Kidnapping Unit already initiating the preliminary investigation.

The initial police report indicated that the family member who alerted authorities stated she did not know any further details about the perpetrators and, due to fear of reprisals or personal reasons, expressed her intention not to get involved in the case, explicitly requesting that the call be canceled.

That same day, Enrique Cruz Romero Barrera, alias Cruz, was also kidnapped in the municipality of La Paz. While no further details were released, it was learned that armed men abducted him from a residence at 5:00 a.m., hours before Jesús Arturo was kidnapped.
