Luis Manuel Abarca-Torres, alias “El Güero Menso,” was sentenced to 480 months in federal prison for conspiring to traffic nearly four kilograms of high-purity methamphetamine in North Texas. The sentence, handed down on September 30 by U.S. District Judge Brantley Starr, stems from a multi-year investigation involving thirteen defendants to date and documented links to the Jalisco New Generation Cartel (CJNG).
The case was led by the Drug Enforcement Administration (DEA) in Dallas, with support from the Internal Revenue Service (IRS), and is part of the Homeland Security Task Force (HSTF) efforts against drug trafficking organizations operating in the United States.
The sentence and the case background
Abarca-Torres pleaded guilty on July 29, 2025, to conspiracy to possess with intent to distribute, and distribution of, 50 grams or more of methamphetamine. The 40-year sentence stems from an undercover operation conducted between June 21 and June 30, 2022, during which he agreed to supply an undercover agent with four kilograms of the drug in exchange for $10,000.
Torres was sentenced for conspiring to distribute methamphetamine with 97% purity, following an undercover operation launched in 2022. The case, investigated by the Dallas DEA, established that the trafficking proceeds were linked to the CJNG, an organization designated as a terrorist group by the U.S. State Department.
