Did El Mencho Know About the Order to Assassinate Carlos Manzo? The Question Left by the Capture of “El Licenciado”

The recent arrest of Jorge Armando “N,” known as “El Licenciado,” identified as one of the masterminds behind the assassination of Uruapan Mayor Carlos Manzo, has raised questions about how far the investigation into the case might go.

The Secretary of Security and Citizen Protection, Omar García Harfuch, along with the state prosecutor, presented a key development this Wednesday: “El Licenciado,” leader of a CJNG cell in Uruapan, coordinated the planning of the assassination through a mobile messaging group.

In this encrypted chat, precise orders were issued to monitor the mayor, track his route, and carry out the attack even if he was accompanied.

Harfuch explained that those involved participated in the logistics and real-time surveillance of the victim; after the attack, the participants received instructions to hide and erase evidence.

The forensic analysis of the cell phones recovered from Ramiro “N” and Fernando Josué “N” —both found dead days after the attack— made it possible to locate and arrest “El Licenciado” in Morelia on November 18.
