Viral video shows Coquimatlán, Colima police officers torturing a handcuffed man at Public Security facilities

The municipal government of Coquimatlán, Colima, has initiated internal legal and administrative proceedings to clarify the events captured in a video circulating on social media, which shows officers from the Municipal Public Security Directorate torturing a man.

The footage, which began circulating Wednesday night, shows a handcuffed and immobilized individual while two police officers pour water directly onto his face.

The material sparked immediate backlash on digital platforms, where users and advocacy groups questioned the use of excessive force and the alleged commission of acts of torture or cruel treatment. So far, the municipal government has withheld the identities of those involved and the exact circumstances that led to the assault.

In an official statement, the Coquimatlán municipal government reported that, upon learning of the recording, it ordered the immediate intervention of internal oversight bodies.

Local authorities stated that administrative proceedings will determine the severity of any omissions or irregular conduct by the public servants, and action will be taken in accordance with the department’s regulations.

“This administration will not turn a blind eye to any conduct that might violate the law, regulations, or the principles that must govern public service. Our commitment is to act with responsibility, transparency, and strict adherence to the legal framework,” the municipal authority emphasized.

The local government assured that the investigation will strictly adhere to due process, without implying any tolerance for abuses of authority. “We will act firmly, respecting due process at all times and ensuring that any misconduct is investigated and addressed in accordance with the law.”

“We reaffirm our unwavering commitment to the protection and respect of human rights, always safeguarding the dignity, integrity, and guarantees of all individuals,” the Coquimatlán administration concluded.
