María Carlota Alfaro Quintana—better known as Doña Carlota—was granted house arrest on March 17; however, she has yet to receive her electronic monitoring bracelet.
In a statement signed by Arturo Santana Alfaro, Doña Carlota’s son, he points to an “inexplicable delay” in the placement of the bracelet on his mother.
Specifically, the statement—shared on March 30—points the finger at the Center for Precautionary Measures of the State of Mexico (CEMECA), the agency responsible for carrying out the necessary procedures to implement the house arrest order.
“This very agency has, to this day, either been unable or unwilling to go and affix the corresponding bracelet to Ma. Carlota Alfaro Quintana—without any justification whatsoever—thereby delaying her release from prison so that the defendant may begin serving her precautionary measure of house arrest,” the statement reads.
