Mexico Agrees with US to Pay Water Debt by January 31

The Mexican government has committed to delivering 249 million cubic meters of water to the United States by January 31, 2026, according to a statement released by the Ministry of Foreign Affairs (SRE) on December 12, 2025. The agreement was reached after the administration of President Donald Trump threatened to impose tariffs if Mexico did not comply with its five-year water obligation under the 1944 Water Treaty.

According to a joint statement issued by both governments, the water deliveries will begin during the week of December 15, 2025. Mexico will release 249.163 million cubic meters to settle both its obligations for the current cycle and the deficit from the previous cycle.

“A series of actions have been reviewed to comply with the Treaty obligations, including the timely repayment of the exceptional deficit from the previous water cycle,” the Mexican Foreign Ministry stated. The two governments are currently in negotiations and intend to finalize the plan by January 31, 2026.

The U.S. Department of Agriculture (USDA) confirmed the bilateral agreement. “The United States and Mexico reached an agreement today to fulfill current water resource obligations to U.S. farmers and ranchers and for Mexico to cover the water shortfall to Texas under the 1944 Treaty,” the agency stated.
