Personnel from the Secretariat of Security and Citizen Protection (SSPC) arrested Gloria Priscila Carrera Illescas—a former councilwoman of Tierra Blanca and current public official for the Tres Valles municipal government—together with her alleged romantic partner, Rafael Osorio Uscanga, alias “El Fallo.” Federal authorities have identified him as a regional leader (*jefe de plaza*) for the Jalisco New Generation Cartel (CJNG).
According to the National Registry of Detentions (RND), the arrest took place at 5:12 a.m. this Friday, November 6, at a property located on Lomas del Sol Street, within the Riviera Veracruzana residential development in the municipality of Alvarado, Veracruz.
The former official and the alleged criminal leader were transported under tight security to the facilities of the Attorney General’s Office (FGR) in the port of Veracruz. Intelligence investigations identify Rafael Osorio Uscanga (“El Fallo”)—who was in a romantic relationship with the former councilwoman—as the individual responsible for coordinating illicit activities and the trafficking of narcotics for the CJNG.
His area of operation spanned from the municipality of Tierra Blanca, Veracruz, to the border region near San Juan Bautista Tuxtepec, Oaxaca. As for Gloria Priscila Carrera Illescas, she served as the third councilwoman (*regidora tercera*) for Tierra Blanca during the 2022–2025 administration. At the time of her arrest, she held the position of Director of Government Programs and administrator for the municipal government of Tres Valles, Veracruz, under the administration of Mayor José Juan Gallegos Cárcamo.
The arrest of the pair in Alvarado, Veracruz, took place as part of a tactical deployment known as “Operation Swarm” (“Operativo Enjambre”), which involved the simultaneous execution of arrest warrants for individuals suspected of collaborating with a criminal organization from within public institutions.
Those arrested include Roberto, who oversaw the IMSS Family Medicine Unit No. 61 in the municipality of Córdoba, Veracruz; Antonio and Inti, identified as labor union representatives in the healthcare sector; and Andrés and Eduardo, employees in the sanitation and patient-transport departments of the Regional General Hospital in the municipality of Orizaba, Veracruz. All the accused have been placed at the disposal of federal prosecutors, who will determine the next steps in their legal proceedings.
