The Attorney General’s Office (FGR) ruled out the possibility that the legal proceedings against former Baja California Governor Ernesto Ruffo Appel would be halted after he was granted house arrest and released from the El Altiplano maximum-security prison in the State of Mexico.
In this regard, the agency explained that Ruffo Appel’s defense team argued he was an elderly person with health issues—a factor that influenced Judge Alejandra Ramírez de la Vega’s decision to modify the precautionary measure in the case concerning alleged fuel tax fraud.
“While it is true that the judicial authority granted a change in the location where the precautionary measure is to be served… this does not imply that his criminal proceedings will be halted or undergo changes,” the FGR noted in a statement.

Furthermore, the agency explained that because the charges involve organized crime and hydrocarbon-related offenses, the Constitution of the United Mexican States mandates the automatic imposition of pretrial detention as a precautionary measure; this is not a measure imposed at the discretion of the Federal Public Prosecutor’s Office.
