Enrique Tadeo Herver Vargas, originally from Mexicali and born on February 27, 1989, is the alleged cell leader of the alliance between Chapiza and the Jalisco New Generation Cartel (CJNG), who is tasked with confronting Los Rusos, a predominant criminal organization in Mexicali and an extension of the Mayiza criminal group of the Sinaloa Cartel.
Herver Vargas (innocent until his responsibility is determined by a judge’s sentence, according to Article 13 of the CNPP) is neither a discreet nor organized man; on the contrary, he constantly flaunts his ties to the criminal group he apparently represents. He is presumed to possess high-caliber firearms and tactical equipment, and calls himself Mech4corta or C4, although prior to his ties to the Chapiza gang and the CJNG, he was known as El Cararrayada or El Chicali.
This man, who has been captured repeatedly and whose criminal record is already widely known, has become a priority for his capture in Mexicali.
Last Sunday, September 14, a threatening banner and a multiple homicide occurred in the Villas del Rey area. This captured the attention of the Mexicali community. In addition to issuing an ultimatum to drug dealers under the command of El Ruso, he intended to instill terror through murders and attacks on drug “shops.”
EL MECH4CORTA
Originally from Mexicali, Enrique Tadeo Herver Vargas, known as El Mech4corta, has already been identified by the Security Roundtables for Peacebuilding as a priority target for the Baja California capital.
Formerly known as “El Cara Rayada” or “El Chicali” (Striped Face) (because he has a tattoo on his forehead with the Mexicali nickname), he has a considerable criminal record, including two reports of robbery with violence, one for attempted carjacking, one for vehicle theft, as well as one each for carrying a knife, a firearm, public health offenses, and four violations of the police record.
He also has records in the traditional system (before 2010) for the crime of aggravated robbery, in addition to three stays in the Mexicali Social Reintegration Center and the Hongo.
Herver Vargas was last held in prison on January 14, 2023, and was released in March 2024 on parole. That is, just over a year after his arrest.
State authorities identified that Herver Vargas has a relative in the Mexicali Municipal Police, named María del Carmen Herver Vargas, who has been out of the force for several years and has focused primarily on academic or technical work.
Authorities investigated whether there was any connection that posed a risk to her sister’s police work with Mech4corta, but it appears the officer severed all ties with her brother after seeing him involved in multiple arrests and illicit activities.
